This is (very loosely) based off one, the Japanese anime: Wolf’s Rain and other books.
Welcome to Sarcmar:
This a world, like and unlike our own. Here, humans rule, but long ago, it was the wolves that dominated the world. Wolves that held most of the magic and where its guardians; but the humans rose in power, and slowly the wolves were hunted and killed off. The wolves have been extinct for over 400 years now, or so the humans think, but a few in numbers still remain, relying on the little magic they have left to survive.
There’s wolf hunters (as people would hunt witches). The humans want the magic, which is rapidly fading. Only the wolves can retain enough of it and try to save it. But something else is coming… It was the magic of Sarcmar that kept great evils at bay. The magic held up the divide between the Shadow Realm and Sarcmar, but the divide is weakening due to the disappearing magic, and it will soon break.
The wolves know this and desperately try to search for the key that will lead and allow them into Parise, the all center of all magic, hidden deep within Sarcmar.
Wolves:
One of the best skills wolves have is the ability for human illusion. Basically, the wolves can transform themselves into a human, and only one human. In their human form, they can do everything a human can do, except eat human food. They need meat in the raw. Human food will disrupt their illusion and that can very well mean death. Wolves can speak both the natural tongue (human language) or animal speak. They also have other, simple magics, varying in each.
Wolf Hunters (Hunters):
Usually running in family lines, they see Wolves a curse, or something long past that should’ve died long ago. Unlike average humans, Hunters believe that wolves still exist and are searching and killing them. They know many of the tricks of the wolves and have made killing them easier. They use special weapons for this as well. A young wolf is usually a dead wolf unless with a pack or older wolves, as Hunters can see the true wolf in the human illusion… Many also know about the Divide and its history. For every wolf killed (properly) the hunter gains it’s magic, therefore hunters too have the magic, and therefore wolf powers (to an extent)
